DISASTER RECOVERY CENTRE UPGRADE PROJECT
(October 2011)
Required works towards upgrading the Disaster Recovery Centre of the General Directorate of Civil Registration and Nationality, located in Konya, to service continuity centre to work simultaneously with the data centre of the GD and in a balanced load manner have commenced. All software development processes needed under the scope of the project will be undertaken by Kale Yazılım. Within this framework, all required software development works will be carried out in order to ensure that current practices of the GD, namely the Central Civil Registration System, the Identity Information Sharing System, the Address Registration System and Citizenship System, operate in a load balanced and active-active manner in Ankara and Konya data centres.

RESIDENTIAL ADDRESS REGİSTRATION SYSTEM

Works with the aim of realising numeric and administrative affiliation changes in a visual way, creating an integrated structure with City Information Systems, utilised by authorise bodies, and sharing acquired address component changes with other institutions and organisations together with position information by means of adding a residential dimension to Address Registration System have been launched. Management, consultancy and software development services for the purposes of the integration of all Geographic Information System-based products, to be used or developed under the scope of the Project, with the existing system of the institution will be delivered by Kale Yazılım.

E-CITIZENSHIP SYSTEM PHASE 2
(September 2011)
In 2006-2010 Information Society Strategy Plan Action released by State Planning Organisation, in the action numbered 52 entitled “E-Citizenship Services”, it is aimed that actions for citizens will be carried out through electronic medium. Kale Yazılım has created a platform where all relevant institutions could work together to manage actions concerning citizenship in the Phase 1 of the E-Citizenship Project. In the Phase 2 of the E-Citizenship System, works in order to establish procedures to transmit supporting documents developed by other institutions in relation to population events electronically and to enter such events into the Central Civil Registration System database electronically have been initiated.

THE IDENTITIY INFORMATION SHARING SYSTEM

The Identity Information Sharing System, responding to more organizations and inquires than initially projected, was put into use in a structure that can respond to increasing inquiries, meet necessary performance needs, offer instant sharing, generate solutions for complicated Central Population and Registration System (MERNIS) and Address Registration System integrations more easily, and be open to new requirements.

CITIZENSHIP SYSTEM
(April 2011)
Works for Citizenship System, which will carry out citizenship procedures and proceedings, were completed in May 2010 and it was put into use. Citizenship System, on which Directorate General, Provincial Directorate for Population and Citizenship Affairs and other relevant organizations can work jointly, operates on a platform integrated with Central Population and Registration System (MERNIS), Identity Share System and Address Registration System.

GENERAL DIRECTORATE OF POPULATION AND CITIZENSHIP AFFAIRS

General Directorate of Population and Citizenship Affairs Data Warehouse System which was commenced to be established in September 2010 to obtain business intelligence and statistical reports from population, incident and residence data of General Directorate of Population and Citizenship Affairs was completed and put into use.

CITIZENSHIP SYSTEM PROJECT

Development works of a platform to operate in integration with Central Population Management System (MERNİS), Identity Share System and Address Registration System of the organisation on which the General Directorate, Provincial Directorates of Population and Citizenship and all relevant organisations can work jointly so that citizenship affairs, one of the two main tasks of the General Directorate of Population and Citizenship, can be managed, have commenced.

CITIZENSHIP IDENTITY INFORMATION SHARING PROJECT (KPS)

Softwares required to make identity number and identity and population and address information, which the General Directorate of Population and Citizenship collects in one centre through MERNIS and Address Registration System Projects, available as on-line to all institutions, organisations and natural and legal persons were developed by our firm in 2004.

Identity Share System Project was introduced as of December 2004. Since then, all software maintenance and development of software works in the face of new needs have been undertaken by our firm.

Today, the Identity Share System serves more than 2.000 different organisations and daily around 20.000.000 enquiries are made by these organisations.

The Identity Share System is still able to respond to much more organisations and enquiries than originally planned. The Identity Share System softwares will be redeveloped in order to respond to swiftly increasing enquiry requests, to meet required performance need, to ensure immediate share of data that is shared with short delays, to solve sophisticated MERNIS and Address Registration System integration in a more manageable manner and to incorporate new requirements, arising in the course of the process, into the project.

MAINTENANCE OF ADDRESS REGISTRATION SYSTEM
(February 2010)

All software development work of the address registration system, prepared with the aim of collecting residence address of the Turkish citizens in a central database, keeping up-to-date records of address numbering modifications, keeping up-to-date records of people’s place of residence and other address information, sharing all these information with all relevant institutions and organisations and obtaining current population statistics, was carried out by our firm and it was put into use in 2007.

Thanks to this project, it was made possible to collect address information in a single centre and to share it with other institutions and organisations through web services.

Maintenance and software development works for new needs of the Address Registration System, which currently has around 32.000 registered users from institutions such as Municipalities, Special Provincial Administrations, Organised Industrial Zones, municipalities, Special Provincial Administrations, Organised Industrial Zones TEDAS (Turkish Electricity Distribution Corporation), is performed by our firm.

RECEIPT OF ADDRESS DECLARATIONS WITH ELECTRONIC SIGNATURE COMMENCES

The Republic of Turkey, Ministry of Interior, General Directorate of Population and Citizenship has commenced to receive online Address Declaration with electronic signature technology so that citizens can notify change of their address in a more fast manner. The software infrastructure of the system has been developed by our firm and the modules of the system which are used to create and verify electronic signatures have been developed by the staff members of Kale Yazılım in line with the applicable standards. Citizens who want to declare their address through the system need to have qualified electronic certificate (electronic signature or smart card).

STATE PLANNING ORGANISATION BUSINESS INTELLIGENCE SYSTEM

Works on the transfer of the works of organisations/sectors/budget to database by the Undersecretary of State Planning Organisation and extraction of business intelligence reports that support the work have been completed successfully and the system that was developed has been put into use.

STATE PLANNING ORGANISATION WEB SOFTWARE SYSTEM

Works for the entry and monitoring of the works of organisations/sectors/budget by the Undersecretary of State Planning Organisation through web-based software to be developed and obtainment of data suitable for reports to be extracted via business intelligence software have been completed successfully and the system that was created has been put into use.

TURKVET VETERINARY INFORMATION SYSTEM IS OPERATIONAL

Works for the redevelopment of web-based centralised Veterinary Information System software, used by the Republic of Turkey, Ministry of Agriculture and Rural Affairs, General Directorate of Protection and Control, in line with the cutting edge technology, to ensure the operation of the system more reliably and with high-performance have been completed and the system was successfully  put into use on 7 September 2009.

Furthermore, Business Intelligence infrastructure has been developed so that the statistics required can be obtained more rapidly and dynamically. Within this framework, a data warehouse has been created to search the data quickly.

E-MINISTRY PROJECT
(March 2009)
E-ministry project is a project carried out under the scope of e-transformation activities of Turkey. The project has been launched to facilitate actions and transaction among public organisations and actions and transactions of private sector and citizens with state to the extent possible and to convey them to electronic media. With this project, it is aimed that actions and transactions carried out by central units of Ministry of Interior, governorships, district governorships and Special Provincial Administrations, which constitute a major part of the tasks assigned to the Ministry of Interior, are performed in the electronic media, and information is shared with other public organisations and institutions. 11 software engineers have been assigned to work within the Ministry of Interior by our firm for the e-ministry project. Project management of the said project is performed by the ministry and a software development team of 30 people work for the project.

THE GENERAL DIRECTORATE OF ETI MINE WORKS
(February 2009)
Oracle Business Intelligence Standard Edition One Training, enabling the multi-dimensional analyses of the data contained in the database, was delivered to allow senior managers to make decisions in a more rapid manner, to formulate future strategies by analysing the current situation and to perform reporting and modelling easily in order to measure correctly how different scenarios would end.

Software development and consultancy service provided to the Undersecretariat of Customs on web site arrangements by using SharePoint Portal 2007 software has been concluded successfully.

E-GOVERNMENT GATEWAY AND ISKUR INTEGRATION PROJECT

Under the scope of the work carried out with ISKUR, web services which enable to seek vacancies by entering various criteria, to seek vacancies which match with the profile of the unemployed registered persons, to make applications for and to follow-up unemployment insurance, to follow vocational courses launched by the institution, to browse through Turkish Professions Dictionary and to inquire the amount of debt owned to the institution have been prepared and they have been put into service by incorporating them into E-Government Gateway Project.

THE TÜRKVET VETERINARY INFORMATION SYSTEM

Redevelopment an d maintenance works of the Veterinary Information System software, web-based central structure system used by the Republic of Turkey, the Ministry of Agriculture and Rural Affairs – the General Directorate of Protection and Control, have commenced.

Software development and maintenance works for the Veterinary Information System will be sustained till the end of 2009.

THE BUILDING PERMIT DOCUMENTS SOFTWARE OF ISTANBUL METROPOLITAN MUNICIPALITY

Under the scope of Istanbul Metropolitan Municipality City Information System, works to develop the Building Permit Documents Tracking System and to integrate the system with the Address Registration System, provided by the General Directorate of Population and Citizenship, have been launched.
